This craft cost less than $3.00 and took less than 5 minutes and my kids loved it! I think yours might too.
All you need is tennis balls (I found a 3-pack for $1.97) and self adhesive googly eyes ($0.99).
Before you give these to the kiddos, carefully use an xacto knife to cut a slit for the mouth. Since you'll be cutting the mouth, really the only part the kids are doing are placing the eyes, you could also bust out scrap pom poms, felt or pipe cleaners for more decoration, we had a busy day so this didn't happen. Once done, show your little one how to squeeze the cheeks to make their puppet's mouth open, there's hours of feeding and making them talk!
